Our Standards

October 2026 · HC-Customs Limited

A customs declaration is a legal statement made on someone else’s behalf. The business that makes it has to be one that can be trusted completely. These are the principles HC-Customs works by — they apply to everyone who works for us, to every client and to every declaration, whatever its value.

Our principles

1. Truthfulness

Every declaration we make is a statement of fact to HMRC, and we make it truthfully. Value, quantity, weight, origin and classification are declared as they are — never adjusted to reduce duty and never shaped to please a client. When the honest answer means more duty, we say so plainly.

2. Trust

Your data, your authority to act and any money that passes through us are held in trust. We use them only for the purpose you gave them to us, keep them confidential, and never act beyond the authority you have granted.

3. Fairness

We treat every client, haulier, supplier and member of staff fairly. The same work carries the same price. We do not raise our prices because a consignment is held at the border or a deadline is close — a client’s urgency is never an opportunity for us.

4. Clear agreements

Before we act, the scope, the price and the terms are agreed in writing, in language that leaves nothing to guess. No hidden fees, no vague terms, and no change to what we charge without notice in advance.

5. Nothing concealed

If we make a mistake, we tell you promptly and put it right at our own cost. We are open about the limits of what we can do, about any conflict of interest, and about where software — including AI — has helped prepare your declaration. We never hide a problem from a client, or from HMRC.

6. Keeping our word

A commitment made is a commitment kept. When we agree a deadline we meet it, and if something outside our control puts it at risk, we tell you early rather than late.

7. No interest charged

We do not charge interest on late payments, and we do not offer or arrange interest-bearing credit. Our income comes from the work we do, not from the money our clients owe.

8. Prompt payment

We pay our staff, subcontractors and suppliers in full and on time. People who work for us should never have to chase what they have earned.

9. Doing no harm

We will not take part in smuggling, undervaluation, misdescription, duty evasion or the breach of sanctions, and we will decline any instruction that requires it — whoever gives it and whatever it is worth. Where the law requires us to report a concern, we report it.

10. Excellence

We do the work as well as it can be done, including the parts nobody will check. That means trained people, written procedures and regular review of our own declarations.

11. Honest representation

We describe our services, our experience and our results accurately. We do not exaggerate, invent urgency to win business, or make false claims about anyone else.

12. Accountability

We welcome being told when we have fallen short. Complaints are heard fairly, answered properly and used to improve how we work.

How we put them into practice

Our working practices are being aligned with PAS 41201:2026, the standard for customs intermediaries published by BSI and supported by HMRC. When you appoint us, you can expect:

  • Written appointment before we act. We act for you only under a signed Client Authorisation that sets out the services covered, how long it lasts, how import VAT is to be handled and who bears the cost of an amendment. You can revoke it at any time.
  • Knowing who we act for. Before filing, we check that your business is established and operating as described — for example against Companies House and your EORI registration. If someone we do not know contacts us on your behalf, we verify them with you before acting on their instructions.
  • Checking what we declare. We check the documents behind each declaration and validate the data against known CDS rules before it is submitted. We also review a sample of our submitted declarations every quarter and correct anything we find.
  • Use of AI. Where you upload an invoice, packing list or similar document, AI (Anthropic’s Claude) reads it and proposes values for the declaration. It never submits anything: every proposed value is reviewed by a person before filing, and AI output is never treated as confirmed.
  • Fees. Our fees are set out in writing before any work begins, and we give at least 30 days’ notice of any change. If a declaration has to be amended because of our error, we correct it at no charge.
  • Keeping you informed. You can see the submission and status of each declaration we file for you, and you will always have a named way to reach us.
  • Records. We keep your Client Authorisation and any complaint records for six years after the last declaration made for you, and declaration records for at least the period HMRC requires. If HMRC audits you after we have stopped acting for you, we will provide copies of the records we hold and reasonable help.
  • Continuity. We maintain arrangements to keep filing — or to tell you quickly what to do instead — if TSS, CDS or our own systems are unavailable.

Complaints

If we have fallen short of these standards, we want to know.

  1. 1Email contact@hc-customs.com with “Complaint” in the subject line, or tell any member of our team.
  2. 2We acknowledge your complaint within 2 working days.
  3. 3We investigate and give you a full written response within 10 working days. If we need longer, we tell you why and when to expect it.
  4. 4If you are not satisfied, a director will review the complaint and the response.
  5. 5Every complaint and its outcome is recorded and kept for six years, and reviewed to improve how we work.
