View LinkedIn profileAhmed Harfouf has over 10 years of hands-on experience in UK and EU customs formalities. His career has spanned the full post-clearance compliance lifecycle — from managing import declarations and duty deferment accounts to building audit defence evidence and identifying duty recovery opportunities for importers across multiple sectors.
Ahmed led compliance operations through Brexit — one of the most complex regulatory transitions in UK trade history — managing the introduction of full import controls, the overnight shift from EU-origin preferences to UK Global Tariff rates, and the Windsor Framework requirements for Northern Ireland movements. He also managed the migration from HMRC's legacy CHIEF system to the Customs Declaration Service (CDS), adapting internal processes to the new data model and procedure code structure.
In 2024, Ahmed founded HC Customs to address the gap he repeatedly observed: UK importers and brokers managing post-clearance compliance in spreadsheets, with no structured evidence trail and no systematic way to identify duty recovery opportunities before HMRC found discrepancies first. The platform codifies 10 years of compliance practice into a tool that any importer can use.
Building evidence packs that withstand HMRC inspection — customs value verification, commodity code justification, and proof of preferential origin, all archived against the 4-year audit window.
Led compliance operations through the UK's departure from the EU Customs Union, managing the introduction of full import controls, Rules of Origin requirements, and the Windsor Framework for NI movements.
Experienced the full transition from HMRC's legacy CHIEF system to the Customs Declaration Service — understanding both systems' data models, procedure codes, and compliance requirements.
Identifying overpaid customs duty across import histories — missed FTA preferences, incorrect commodity codes, and customs value errors — and building the evidence required for successful HMRC repayment claims.
Managing IP/OP authorisations, tracking inventory, calculating discharge deadlines, and generating Bills of Discharge in compliance with HMRC Notice 3001.
Designing structured instruction workflows that create an auditable trail between importer instructions and agent declarations — closing the accountability gap that causes most post-clearance disputes.

Why HC Customs exists
"In 10 years of customs compliance, the same problem kept appearing: importers received a C18 demand for duty they had no idea they owed — because no one had built a systematic way to check declarations before HMRC did. HC Customs is that system."
